Stormwater Outflow Mapping
|

Implementing a Stormwater Phase II plan requires a significant effort at the local level, and the Council of Governments of the Central Naugatuck Valley (COGCNV) wanted to assist their municipalities with the work by making data collection easier and producing the required maps. The COGCNV held several meetings for those administering the Phase II in the municipalities providing educational material, guest speakers, and other resources. Based on the recommendations of that group, COGCNV applied for and received a 604b grant from the Connecticut Department of Environmental Protection (DEP) which will enable COGCNV to create a uniform spatial database of all stormwater discharges greater than 15" in diameter within the urbanized area of the region as required under the Phase II Stormwater Permit. The COGCNV will write a report at the end of the project on its applicability for other regions in Connecticut. |

For each town, a custom package was purchased consisting of:
• A Pocket PC (iPAQ 2410) A GPS Receiver (Magellan Meridian Gold)
• A weatherproof case with serial port
• ArcPAD GIS software
In addition to the DEP grant, this option necessitated an additional significant contribution from each municipality. The Global Positioning System (GPS) bundle became the property of each municipality. |

With the assistance of several local engineers and public works personnel, COGCNV then prepared Standard Operating Procedures (SOP) and created an ArcPad form with dropdown boxes to collect predefined information about the outfalls. The SOP was reviewed by EPA staff. Sandy Prisloe of the UConn Cooperative Extension provided ArcPad training and a GPS/Pocket PC overview to persons intending to use the equipment. After a few hours in the classroom, Prisloe took the trainees into the field where they were able to test the system, capturing GPS points and entering “outfall” attributes. COGCNV staff will continue to provide technical assistance to the municipal employees and/or volunteers who will be carrying out the field data collection effort. Once the data is collected, it will be post-processed by COGCNV staff and, using GIS software, it will be determined which water body and major basin the discharge empties into. Outfall maps will be provided to the DEP and will be used by the municipalities to select discharges for monitoring under stormwater phase II guidelines. The discharge maps could also be used as a component in public education for reducing non-point pollution in local municipalities. |
